The December 1984 conference at which the chapters in this volume were originally presented was sponsored by the Institute for Research on Poverty and the U.S. Department of Health and Human Services. A number of people helped to make the conference a success. Anthony Pellechio suggested the format, Joyce Collins handled many of the arrangements, Christine Ross compiled background material for participants, Nancy Rortvedt provided clerical assistance, and Elizabeth Evanson assisted both in organizing the conference and in preparing this volume. We are grateful to the contributors for their prompt responses to the editors' requests for revisions and to Peter Gottschalk, Robert Helms, Robert Lampman, Eugene Smolensky, and the members of the Institute's National Advisory Committee for their aid, from the conference planning period through the review of the chapters. Any views expressed in this book are those of the authors and should not be construed as representing the official position or policy of the University of Wisconsin, the Institute for Research on Poverty, the Department of Health and Human Services, or the institutions with which individual authors are affiliated.
